Specify IP ranges using masks

Description
The only way to specify IP ranges is using start IP and the size of the range for both VNET leases and security group rules. Add an alternative way of doing this using network IP and its netmask.

The start+size is quite disturbing for users who know what a network is.
I think using prefix length for both IPv4 and IPv6 is even better than using netmask ;-)
