make images children of other images be subject to the same quotas of the parent image

Description
A user can easily surpass the image number of instances quotas by cloning the images or performing disk-snapshots.
This is not only a documentation issue since the only mechanism end users have to perform backups is via these two options, so if the users can't create new images (by blocking off the clone and disk-snapshot operations) they will also lose the backup functionality.
