API calls to create, list, delete and update VDCs thourgh XML-RPC API

Description
Using the XML-RPC interface a developer can:
- Create a VDC
- A suitable data-model is in place describing the VDC
- Consistency at user level is checked (group exists, name uniqueness)
- Add a VDC implementation, a VDC implementation should be done through the target oned.
- A suitable data-model is in place for a VDC implmentation: oned endpoint, cluster, resources in the cluster
- Consistency at datacenter is checked (cluster, host, datastores, vnets exists)
- ACLs are created for the target one (it may require to input the oneadmin credentials for the target oned)
- Update VDC and VDC implementation data
- Query VDC details
- Obtain a list of VDCs
