Better SHUTDOWN behavior in the drivers

Description
All the drivers should issue a SHUTDOWN success when the VM is actually shutdown and the VM's files can be safety copied or deleted. Currently the drivers returns from the SHUTDOWN action when the hypervisor acknowledges the operation, this may lead to inconsistencies in the images.
