Network groups will hold a number of networks, then you can specify that group to get an IP and it will select an IP from one of those pools. It will solve the problem of adding more IPs to an existing network as you can add a new network with more IP's to the group.
Also implementing the ability to have a single VNET containing address for multiple VLANs would allow users to select the whole IP set instead of having to pick one of the multiple "shared" vnets.
